Stephanie

Stephanie Youngblood understands the issues facing the Town of Loomis and is ready to confront the challenges of tomorrow head-on. She is driven by her vision for Loomis — a safe, prosperous, and thriving community where families, businesses, and future generations can succeed.

A Foundation in Public Service

Stephanie has long been described by her peers as a servant-leader. Her commitment to “service above self” led her into public service at a young age. After earning her bachelor's degree in Government and journalism from Sacramento State University, Stephanie began her career in the California State Assembly. Since then, she has served in dynamic leadership roles with the California State Sheriffs’ Association and the California Department of Water Resources.

Leadership in Planning and Growth

In 2021, Stephanie was appointed to the Loomis Planning Commission by Town Councilman Danny Cartwright. During her tenure, she served on seven General Plan Committees, including as vice-chair of the Committee on Resources, and became a strong advocate for responsible growth, infrastructure, and public safety.


Stephanie was elected to the Loomis Town Council in 2022 and proudly served as mayor of Loomis in 2024. During her time in office, she played a key role in bringing Costco to Loomis, helping create new jobs, increase local revenue, and strengthen the town’s economic future.

Commitment to Public Safety

A passionate advocate for law enforcement, first responders, and community safety, Stephanie helped establish the Loomis Public Safety Committee and continues to serve as an active member today. She also serves on the California Cities Public Safety Committee and was honored to serve as chair in 2025.

For the past four years, Stephanie has represented public safety priorities as part of the Public Safety Team for Cap-to-Cap in Washington, D.C., working alongside regional leaders to advocate for local communities at the federal level.

In addition to her public safety leadership, Stephanie currently serves as a commissioner on Placer County’s LAFCO Commission and acts as a school liaison for both the Loomis Union School District and the Placer Union High School District, helping strengthen partnerships between local government, schools, students, and families.
